The scheme started as per Bombay Criminal Probation Act 1938 and 1940  Proceedings are being conducted as per Central Government Criminal Probation Act 1958 and Maharashtra Criminal Probation Rules 1966.

If a person commits a crime due to the pressure of social situation or under certain circumstances and feels remorse for it, the society should give him a chance to live a good life. When such an opportunity is given by the court to the offender, one of the main objectives is to change his mental attitude.

Making his misdeeds constructive and giving scope for good qualities, making him a useful member of the society with his own cooperation to solve his problems.
