Overview
POSHAN Abhiyaan targets to achieve improvement in the nutritional status of children from 0-6 years, Adolescent Girls, Pregnant Women, and Lactating Mothers. It aims to do this by tackling the issue of malnutrition in a mission mode with a target-based approach.
It aims to ensure and facilitate the convergence of all the schemes that can improve the nutritional status of the country, this is done by convergence committees constituted from the block up to the state level. The Mission will monitor and review the implementation of all such schemes through monitoring dashboards. An ICT based Real-Time Monitoring (ICT-RTM) tool has also been rolled out at the
Anganwadi level, under which mobile phones pre-loaded a specialized application has been provided to all Anganwadi Workers. The mission also aims to spread awareness through Community-Based Events (CBE) and campaigns under the 'Jan Andolan' initiative.

Poshan Abhiyaan aims to achieve its targets has the following components:
1. Convergence:
Different departments deal with varied interventions required for reduction of Malnutrition in a stand-alone
manner. It is necessary to achieve synergy of all these interventions to effectively target malnutrition. It is
aimed to initiate Convergent Action Plans at State, District & Block levels and through VHSND at Village
Level, to achieve synergy and desired results.
2. Information Computer Technology-enabled Real-Time Monitoring (ICT- RTM): ICDS – CAS
ICT-RTM driven by Common Application Software (ICDS-CAS) functions through a mobile application at the level of Anganwadi Workers and Sector Supervisor and a comprehensive web-based dashboard at Block, District, State, and National level, providing real-time information about service delivery
The mobile application digitalizes and automates 10 out of 11 registers (except stock register) used by Anganwadi workers which will enable AWW to provide more attention to other Anganwadi activities

3. Community Mobilization and Behavior Change Communication
Behavior Change Communication provides a long term solution for the eradication of malnutrition and other problems.
There are 3 components under this:
i) Community-Based Events for critical milestones in the 1000 days period
ii) Information, Education & Communication (IEC) and Advocacy

A successful IEC plan would help in refuting myths and misunderstandings prevalent in the society and will lead to a demand for the various health services being provided, thus bringing about a behavioral change among individuals and the community at large. IEC activities will be done through print media, All India Radio, television, social media campaigns.
The mission of improving the nutrition status will be converted into a Jan Andolan with the involvement of Panchayati Raj Institutions to ensure public participation through marathons/campaigns by public figures/oath-taking ceremony etc.
4. Training and Capacity Building: Incremental Learning Approach
Incremental Learning Approach focuses on the capacity enhancement of the frontline functionaries. ILA focuses on continued knowledge and learning exchange through workshops and 21 ILA modules. Since the range of skills and tasks to be learnt is quite substantial, and since adults naturally learn by doing rather than through theory alone, the proposed system envisages breaking down the total learning agenda into small portions of doable actions i.e. 21 ILA modules.

5. Innovations and Performance incentives
It intends to improve the services delivery system, capacity building of frontline functionaries and community engagement for better nutritional outcomes. For successful implementation of the Poshan Abhiyaan, an innovative, implementable idea can be developed and run on a pilot scale. The successful pilots may be taken up later on for scaling up on a broader platform. It intends to incentivize those States that achieve the desired targets/goals. The performance of frontline functionaries will be monitored by the Women and Child Development department and the better performing would be incentivized.
6. Citizen Engagement and Grievance Redressal Mechanism:
To engage with the beneficiaries to provide grievance redressal, to monitor and to follow-up, a call center will be set up as a part of the mission at CPMU. The Call Centre will facilitate inbound calls from beneficiaries on a toll-free number and make outbound calls to the implementing agencies for intervention
