All voluntary organizations who want to run or are running private nursery schools in the state should submit a proposal to the respective Municipal Commissioners for Municipal Areas and Chief Executive Officers of Zilla Parishads for Zilla Parishad Areas and concerned Chief Officers for Municipal/Nagar Panchayat Areas before February 1, 2019.

Under this initiative, educational toys and educational materials are provided to pre-school children. Keeping these factors in mind and following the guidelines of the Central Govt , Government of Maharashtra has also started 600 nurseries in the districts of Thane, Nashik, Nandurbar, Amravati Gadchiroli, and Chandrapur on a project basis.
Conditions for private nurseries
The nurseries should be operating within the jurisdiction of the local self-government body.
The Gram Panchayat / Municipal Corporation / Metropolitan Municipality should have taken a resolution to start the nursery.
The local authorities will take appropriate decision at their level while approving the Nursery.
For nursery schools run under the Rajiv Gandhi National Nursery Scheme, the central share will be 60%, local authority share 30% and grant from institutions 10%.
30% share of the fund is to be provided by the respective local self-government bodies from their own income. 60% of the Central Government grant will be budgeted from the Department of Women and Child Development and made available to the concerned local authorities through the Commissioner, Integrated Child Development Services Scheme, Navi Mumbai.
Women and Child Development Officer (G.P.) in Zilla Parishad and Child Development Project Officer (Civil) in case of Municipal Corporation/Municipality/Nagar Panchayat should be invited to the meeting of nursery school approval in the meeting of Women and Child Welfare Committee.
The list of nursery homes approved by Mahila Baal Kalyan Samiti should be sent to the Commissioner, Integrated Child Development Services Scheme, Navi Mumbai.
Regulations for running a nursery
1. The regulations of the National Nursery Scheme prepared by the Department of Women and Child Development of the Central Government shall continue to be applicable for all the nursery schools being run in the State.
2. No subsidy from the Government shall be admissible for nursery homes run entirely privately by NGOs in the State. They may charge the fee as per National Nursery Scheme Regulations by the Central Government from the parents for children in Nursery.
3. Commissioner, Integrated Bal Vikas Seva Yojana, Navi Mumbai should complete the process of inclusion of children from de-recognised nurseries operating under Rajiv Gandhi National Nursery Scheme in the nearest Anganwadi within one month. The action in this regard should be done as mentioned in the letter dated 27 June 2018.
4. As per the rules of the National Nursery Scheme, an inspection should be done every three months through a competent officer authorized by the Commissioner of the concerned Municipal Corporation / Chief Executive Officer of the concerned Municipal Corporation or not. The accreditation of institutions that do not run nursery schools in accordance with the rules laid down for nursery schools should be revoked immediately.
5. A review of all nursery homes being run in the state should be conducted every six months by a committee constituted under the chairmanship of the Chief Secretary
