It is of utmost importance to ensure the victims of Rape and Acid Attacks (Women and Children) are brought out from the psychological shock that they suffer. It is also equally important to provide them Shelter, Financial Assistance, Medical and Legal Aid and Counselling Services.
As per the directions of the Hon. Bombay High Court, the State has now revised the Financial Norms and Revised Manodhairya Scheme has been launched.Govt. of Maharashtra has been implementing Manodhairya Scheme for rehabilitation of victims of Rape and Acid Attacks (women and children) by providing them Financial Assistance, Financial Assistance of Rs.1 Lakhs and in special cases Rs. 10 Lakhs. Is provided to the victims. Based on the requirement, Rehabilitation of victims and their dependents by way of shelter, counselling, medical and legal support, Education and Vocational Education is carried out.
Single Window System: Complete process starting from accepting the forms to providing financial assistance have been handed over to District Level/ State Level Legal Services Authority.Inclusion of minor Girls under ITPA Act: The revised Act also covers Minor Girls rescued under The Immoral Traffic (Prevention) Act, 1956.

Rape victim
• The woman suffered permanent mental retardation/physical disability due to mental shock as a result of the incident.If any, financial support is provided up to 10 lakhs. 75% of the sanctioned amount will be kept as fixed deposit in the bank in favor of the victim for 10 years. A check of 25% amount will be paid to the victim immediately. (This includes an amount of Rs.30 thousand for medical expenses.)
• Gang rape and in such cases the woman has suffered serious and grievous bodily harm, So help up to 10 lakhs and the process will be as above.
• In case of death of woman due to rape incident,
1. Assistance up to 10 lakhs if the deceased woman is a family earner
2. Assistance up to 10 lakhs even if the family of the deceased woman has no income
3. Up to 3 lakhs if the victim is a woman in other cases of rape
Child sexual abuse under POCSO :-
a) If the child victim suffers permanent mental retardation or disability irrespective of gender in the incident Rs. Assistance up to 10 lakhs.75% of the sanctioned amount will be kept as a fixed deposit in the bank in favor of the victim for 10 years. A check of 25% amount will be paid to the victim immediately. For the rehabilitation of women and children victims of rape and acid attacks.
• Recovery from the psychological trauma of rape and assault victims (women and children) is paramount. At the same time, it is important to provide them with shelter, financial assistance, medical and legal assistance as well as counselling services. Keeping this in mind, the Women and Child Development Department of the state is implementing Manodhairya Yojana. Through this financial assistance of Rs 1 lakh to Rs 10 lakh in special cases is provided to the victims. Shelter, counselling, medical and legal aid, education and vocational training are provided as necessary for the rehabilitation of victims and their dependents.

All the process of providing assistance has been transferred to the State/District Various Service Authority.
• Inclusion of girls under ITPA Act The revised scheme also provides assistance to girls released under ITPA Act.
Procedure
As per GR the incidents of rape/sexual abuse of children and acid attack etc. As soon as the FIR, medical report and response of PDT under CRPC 164 is received from the Police Department to the District Women and Child Development Officer, the Hon'ble District Legal Services Authority or the Hon'ble State Legal Services Authority will immediately take a decision regarding financial assistance. Accordingly, the concerned District Women Officer will take action.
