- Under this scheme, Govt. shall provide Financial Assistance as follows:
- One Girl Child: Rs.50,000 for a period of 18 years
- Two Girl Children: Rs. 25,000 each on the name of both the Girls
- Benefits applicable only to the Families having monthly income upto 7.5 Lakhs and only after submission of Family Planning Certificate
- The families can withdraw accumulated interest after every six years.
- Funds worth Rs. 20 Crores (FY 2017-18) and Rs. 14 Crores (FY 2018-19) have been distributed for creation of Fixed Deposits
Details
From August 1, 2017, the implementation of 'Majhi Kanya Bhagyashree' Yojana has been started for the first time by Women and Child Development, Government of Maharashtra. Under this scheme, the state government will provide financial assistance
Some salient features of this scheme are as follows
Two daughter: For a period of 18 years Rs. 50,000
Two daughters: 25 thousand rupees for each daughter
A family with a monthly income of up to Rs 7.5 lakh and only after submitting a family planning certificate can withdraw the benefit after every six years. For creation of Fixed Deposit Rs. 20 crores (FY 2017-18) and Rs. 14 crores (FY 2018-19) have been disbursed Rs.14 crores (FY 2018-19) have been disbursed.
Objectives of the Scheme
1. Preventing gender selection
2. To increase the birth rate of girls
3. To ensure the safety of the girl child's standard of living
4. Building a permanent social movement in the society for equal status and educational promotion of the girl child.
5. Encouraging and ensuring girls' education
6. Involve local communities, women's groups, women's savings groups, and youth groups in training Panchayat Raj institutions, urban local committees and local level staff as key agents of social change.
7. To coordinate various organizations and service providers at district, taluka, and lower levels.
Terms of the scheme
Compilation of information of first/two daughter children born in APL and BPL families in the district . The father of the beneficiary girl must be a native resident of Maharashtra. As per the instructions in the circular attached with the Government circular, the application forms required for this scheme should be made available in Form A or B (as applicable) at the Anganwadi Sevika, Child Development Project (Rural and Urban) office and District Women Child Development Officer office.
Format of the Scheme
(1) If a second daughter is born in the family while the first is a daughter, crediting an amount of Rs.2,500/- in the bank account of the parents to welcome her birth.
(2) After the birth of an only daughter, a gold coin up to Rs.5,000/- should be given as a gift certificate to the grandparents as an incentive gift.
(3) Rs.10,000/- to be paid to the family for five years as Rs.2,000/- per annum for providing quality nutrition on every birthday or year-end of an only girl till the age of 5 years.
(4) Rs.10,000/- to be paid to the family for five years at the rate of Rs.1,000/- per beneficiary per year on every birthday or year-end of the two daughters till the age of five years.
(5) Primary school stage (1st to 5th) of an only girl child to pay Rs.12,500/- for five years as Rs.2,500/- per annum for quality nutrition and school common expenses.
(6) Primary school stage (1st to 5th) of two girls to pay Rs.15,000/- to the family for five years as Rs.1,500/- per beneficiary per year for quality nutrition and school miscellaneous expenses. Secondary and Higher Secondary School stage (6th to 12th) of only one girl child is to pay Rs.21,000/- for 7 years ie Rs.3,000/- per annum for quality nutrition and school common expenses.
(7) Secondary and Higher Secondary School stage (6th to 12th) of two girls for quality nutrition and school related expenses Rs.2,000/- per year per beneficiary Rs.28,000/- per family for 7 years to be paid.
(8) Gold coins (up to a maximum limit of Rs.5,000/-) should be given if the mother undergoes family planning surgery after the birth of an only girl child born in an APL family.
(9) Award scheme of Rs.5,00,000/- to Gram Panchayats in which the proportion of girls per thousand is more than boys.

Procedure:
(a) Under the scheme, the parents of a girl child should submit an application in Form-A or B (as applicable) to the Anganwadi Sevaki in the concerned rural and urban area after registering the birth of the girl child with the concerned local government body in the concerned rural and urban area for the benefit. Specimen documents as per the above terms and conditions should be submitted along with the application. All the applications required for the said scheme will be available free of charge in the offices of each Rural and Urban Child Development Project Officer, Women and Child Development) in the state. The Anganwadi Sevika should fill the application from the concerned beneficiary (help the beneficiary to fill the application as required) and submit the said application to the Anganwadi Supervisor / Chief Sevika.
(b) The Anganwadi Supervisor / Chief Seveka, after scrutinizing / inspecting the said application and certificates every month, Child Development Project Officers in urban and rural areas as well as District Women and Child Development Officers in the case of orphans in the institution, together with the Women and Child Development Officers, Zilla Parishad. The list should be submitted for approval. The Women and Child Development Officer (Zilla Parishad) should submit the list to the bank after due scrutiny. In respect of orphan girls in orphanages/nursery or other residential institutions under Women and Child Development Department, before submitting the application, a certificate from the concerned Bal Kalyan Samiti stating that the girl child is an orphan must be obtained by the concerned institutions and attached with the application.
(c) The concerned Child Development Project Officer and Women and Child Development Officer, Zilla Parishad shall randomly inspect any settlement with excess population and after their verification shall approve the beneficiary list. Thereafter, within a period of one month Child Development Project Officer and Women and Child Development Officer, Zilla Parishad will submit the application of the eligible beneficiary to the Bank of Maharashtra branch to get a fixed deposit certificate of Rs 50,000/- or Rs 25,000/- as per the eligibility of the beneficiary. The certificate received from the bank will be made available to the concerned beneficiary's parents through Bal Vikas Project Officer / Mahila Bal Vikas Adhikari.
(d) Applicants should accept the applications filled in with full details along with the above mentioned authorities along with the certificate of family planning surgery within 1 year after the birth of a girl child in the case of a family having family planning surgery on one girl child and within 6 months in case of a family having family planning surgery on two girls. If the application is incomplete or not submitted with all the certificates, the applicant should be informed in writing within 15 days of receipt of the application. In case the applicants do not attach incomplete applications or required documents, such applicants will be given an extension of one month in addition to the above deadline. But in any case no application shall be kept pending for more than 2 months. Otherwise the responsibility should be fixed on the relatives.
